The reason a ground-level office comes with two conduits is simple. The larger conduit is used to hook the electricity from the outside to the circuit breaker. The smaller conduit is used to hook into the phone line. It is very important not to put the electrical and telephone lines in the same conduit because it is a fire hazard and out of code.
